M\u00eame si le droit \u00e0 l&rsquo;autod\u00e9termination et \u00e0 l&rsquo;assistance \u00e0 domicile est de plus en plus reconnu et soutenu \u00e0 tous les niveaux de l&rsquo;\u00c9tat, elles sont toujours contraintes de vivre dans des structures institutionnelles. Les efforts d\u00e9ploy\u00e9s jusqu&rsquo;\u00e0 pr\u00e9sent par la Conf\u00e9d\u00e9ration, les cantons et les associations ne suffisent pas \u00e0 \u00e9liminer les principaux obstacles qui entravent la libert\u00e9 de choix et la participation sociale.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-5b22080c paragraph-space-bottom e-flex e-con-boxed e-con e-parent\" data-id=\"5b22080c\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-43c72725 elementor-widget elementor-widget-heading\" data-id=\"43c72725\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Une strat\u00e9gie nationale pour une vision globale<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5bc077e4 elementor-widget elementor-widget-text-editor\" data-id=\"5bc077e4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Les interventions parlementaires ont tendance \u00e0 se concentrer de mani\u00e8re tr\u00e8s partielle sur certaines prestations (allocation pour impotent-e, contribution d&rsquo;assistance, prestations compl\u00e9mentaires, etc.). Les programmes men\u00e9s jusqu&rsquo;\u00e0 pr\u00e9sent par la Conf\u00e9d\u00e9ration, les cantons ou les organisations ne tiennent pas compte de facteurs essentiels pour la libert\u00e9 de choix \u2013\u00a0par exemple, les fausses incitations li\u00e9es \u00e0 la l\u00e9gislation, qui favorisent le logement en institution et emp\u00eachent le d\u00e9veloppement de possibilit\u00e9s d&rsquo;assistance modernes et adapt\u00e9es aux besoins \u00e0 domicile. Une vision globale fait d\u00e9faut pour identifier et \u00e9liminer les lacunes et les inefficacit\u00e9s du syst\u00e8me dans son ensemble. Il est donc urgent d&rsquo;\u00e9laborer une strat\u00e9gie nationale, conform\u00e9ment aux articles 4(3) et 33 de la Convention de l&rsquo;ONU relative aux droits des personnes handicap\u00e9es, en collaboration avec les personnes handicap\u00e9es et leurs organisations (d&rsquo;autorepr\u00e9sentation).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div
