Le rapport (en allemand avec r\u00e9sum\u00e9 en fran\u00e7ais) intitul\u00e9 \u00abSoutien au logement \u00e0 domicile: comparaison de mod\u00e8les internationaux\u00bb compare la Suisse \u00e0 la Belgique, aux Pays-Bas et \u00e0 la Su\u00e8de. Il s\u2019av\u00e8re qu\u2019en d\u00e9pit de toutes les disparit\u00e9s dans les pays analys\u00e9s, il est difficile de concr\u00e9tiser et de financer suffisamment la vie autonome \u00e0 domicile, dans le sens de <a href=\"https:\/\/www.fedlex.admin.ch\/eli\/cc\/2014\/245\/fr\" target=\"_blank\" rel=\"noopener\">l\u2019article 19 de la CDPH<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-e291132 paragraph-space-bottom e-flex e-con-boxed e-con e-parent\" data-id=\"e291132\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-1cb0b27 elementor-widget elementor-widget-text-editor\" data-id=\"1cb0b27\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Le travail de recherche se conclut par 10 recommandations \u00e0 l\u2019attention de la Conf\u00e9d\u00e9ration et des cantons. Elles se distinguent par leur manque d\u2019engagement. En les lisant attentivement, nous retrouvons les revendications bien connues du financement par le sujet, de l\u2019indemnisation des proches et d\u2019un financement permettant une v\u00e9ritable libert\u00e9 de choix. Il est toutefois permis de se poser la question: quoi de neuf? Et surtout: pourquoi recommande-t-on encore de consulter les personnes avec handicap alors que cette question est une condition sine qua non de la CDPH?<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-3e5cdab2 paragraph-space-bottom e-flex e-con-boxed e-con e-parent\" data-id=\"3e5cdab2\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-57d61008 elementor-widget elementor-widget-heading\" data-id=\"57d61008\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Les dix recommandations<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6ce0e058 elementor-widget elementor-widget-text-editor\" data-id=\"6ce0e058\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<ul><li>La Conf\u00e9d\u00e9ration devrait \u00e9laborer, en collaboration avec les cantons, des lignes directrices pour un plan d\u2019action en mati\u00e8re de soutien au maintien \u00e0 domicile.<\/li><li>La Conf\u00e9d\u00e9ration devrait cr\u00e9er les bases l\u00e9gales d\u00e9finissant les crit\u00e8res de financement du soutien au maintien \u00e0 domicile.<\/li><li>La Conf\u00e9d\u00e9ration devrait, en collaboration avec les cantons, clarifier les comp\u00e9tences et les responsabilit\u00e9s pour les diff\u00e9rents niveaux. La responsabilit\u00e9 de la mise en \u0153uvre du soutien au logement \u00e0 domicile devrait \u00eatre concentr\u00e9e \u00e0 un seul niveau institutionnel.<\/li><li>Les services comp\u00e9tents devraient d\u00e9velopper un mod\u00e8le de financement par le sujet sous la forme d\u2019un budget individuel. Ce budget pourrait s\u2019inspirer du mod\u00e8le de l\u2019allocation pour impotent-e et inclure en m\u00eame temps la contribution d\u2019assistance.<\/li><li>Les organismes comp\u00e9tents devraient accorder des prestations calcul\u00e9es de mani\u00e8re \u00e0 permettre une d\u00e9cision concr\u00e8te en faveur du maintien \u00e0 domicile. Des montants minimaux devraient \u00eatre d\u00e9finis \u00e0 cet effet.<\/li><li>Toute personne ayant besoin d\u2019aide ou de conseils pour r\u00e9gler des questions administratives li\u00e9es \u00e0 la vie \u00e0 domicile devrait trouver rapidement un-e interlocuteur-trice. Ainsi, les cantons, en collaboration avec les organisations, devraient d\u00e9velopper l\u2019offre d\u2019accompagnement pour les personnes vivant avec un handicap en ce qui concerne les formalit\u00e9s administratives.<\/li><li>La Conf\u00e9d\u00e9ration devrait d\u00e9finir, en collaboration avec les cantons, les lignes directrices d\u2019un plan d\u2019action visant \u00e0 soutenir financi\u00e8rement les proches aidant-es et \u00e0 harmoniser les prestations dans ce domaine.<\/li><li>Les cantons et les communes devraient prendre les mesures n\u00e9cessaires pour garantir l\u2019acc\u00e8s \u00e0 des logements accessibles et abordables.
